K a ing,'*i <br />Community Development <br />FROM: Stan Boling, AICP <br />Planning Director <br />DATE: August 23, 1994 <br />SUBJECT: Second Hearing for Land Development Regulations (LDR) <br />Amendments Ordinance <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its special <br />hearing of August 31, 1994. <br />BACKGROUND: <br />At its special hearing of August 15, 1994, the Board of County <br />Commissioners reviewed and considered a draft ordinance which <br />contained a variety of LDR amendments. At that time, the Board <br />directed staff to make some changes to the proposed ordinance (see <br />attachment #1). The Board also indicated that it intended to <br />consider final adoption of the ordinance at the public hearing <br />scheduled for August 31, 1994. <br />Staff has revised the proposed ordinance based upon direction given <br />by the Board. The Board is now to consider final action on the <br />proposed ordinance (see attachment #3). <br />ANALYSIS: <br />At the August 15th special hearing, the Board directed staff to <br />make changes to the proposed ordinance regarding the following <br />issues: <br />1. Bonding Requirements for Moving of Structures: research and <br />determine whether'or not it is necessary to require building <br />code drawings signed and sealed by a registered architect or <br />engineer. <br />2. FEMA -Recommended Changes to Stormwater Management and Flood <br />Protection Requirements: reduce from 1.0' to 0.5' the <br />proposed increase in finished floor elevation requirements. <br />3. Live -aboard Vessels: Definition & Restrictions: address the <br />difference between use of lights for security purposes and for <br />inhabitance. <br />4. Road Frontage Requirements for Lot Splits: add into the <br />proposed ordinance the option, not recommended by staff, that <br />would allow lot splits on private access easements that meet <br />certain conditions. <br />3 <br />August 31, 1994 <br />BOOK 03 PAGE I,'3i <br />f. <br />I <br />
