H. Sole Source Purchase of Alphanumeric Paging System Upgrade <br />The Board reviewed the following memo dated 8%26/94: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />H. T. °Sonny" Dean, Director <br />General Services <br />FROM: Fran Boynton -Powell, Purchasing Manager <br />DATE: August 26, 1994 <br />SUBJECT: Sole Source Purchase of Alphanumeric Paging <br />System Upgrade <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at <br />the meeting scheduled for September 6, 1994. <br />DESCRIPTION AND CONDITIONS <br />In FY 93/94, the Board of County Commissioners approved funds in the <br />amount of $5,700 from the general fund and $11,214 in. EMS County <br />Award Grant funds to upgrade the county owned paging system at Hobart <br />Tower which included the purchase of software and thirty (30) <br />additional pagers for a total of $16,914. Bid specifications were <br />prepared and submitted, however, after review of the bid documents, <br />staff recommends sole source purchase of the equipment and pagers <br />from Communications International. <br />The upgrade will provide for alphanumeric and numeric paging while <br />still retaining the existing voice and tone type pagers. The <br />existing voice and tone pagers can still be used with the new system. <br />ALTERNATIVES AND ANALYSIS <br />The staff recommendation is based on the fact that Communications <br />International installed the original paging system and seventy-five <br />a (75%) percent of the original GE equipment will remain with the new <br />equipment, which is propriety to GE. To preclude replacing seventy- <br />five percent of the existing equipment and increasing the paging <br />system upgrade expense, staff requests the Board favorably consider <br />the sole source purchase from the vendor referenced above.. <br />Suggested alternatives for the Board to consider are as follows: <br />Alternative #1 - Deny the staff recommendation and seek bids for <br />the paging system upgrade. <br />Alternative #2 - Approve the staff recommendation waiving bids <br />and award the paging system upgrade to Communications <br />International in the amount of $16,914 as recommended by staff. <br />RECOMMENDATION <br />Staff recommends the Board approve Alternative #2. <br />13 BOOK f tj <br />September 6, 1994 <br />
