This is 418 more than the six trips <br />generated by the most intense use of the subject property under the <br />present zoning. <br />Using a modified gravity model and a hand assignment, the peak <br />hour/peak season/peak direction trips generated by the proposed use <br />were then assigned to impacted roads on the network. Impacted <br />roads are defined in section 910.09(4)(b)3 of the county's LDRs as <br />roadway segments which receive five percent or more of the project <br />traffic or fifty or more of the project trips, whichever is less. <br />Capacities for all roadway segments in Indian River County are <br />calculated and updated annually, utilizing the latest and best <br />available peak season traffic characteristics and applying Appendix <br />G methodology as set forth in the Florida Department of <br />Transportation Level of Service Manual. Available capacity is the <br />total capacity less existing and committed traffic volumes; this is <br />updated daily based upon vesting associated with project approvals. <br />The traffic capacity for the segment of Oslo Road adjacent to this <br />site is 600 trips (peak hour/peak-season/peak direction) at a Level <br />of Service (LOS) "D", while the existing traffic volume on this <br />segment of Oslo Road is 198 trips (peak hour/peak season/peak <br />direction). The additional 424 peak hour/peak season/peak <br />direction trips created by the most intense development of the <br />proposed zoning district would increase the total peak hour/peak <br />season/peak direction trips for this segment of Oslo Road to <br />approximately 622, or 22 more than capacity at LOS "D". <br />The table below identifies each of the impacted roadway segments <br />associated with this rezoning request. As indicated in this table, <br />segment 2530E currently does not have sufficient capacity at LOS <br />"D" to accommodate the projected traffic associated with the <br />request. However, the applicant has entered into a developer's <br />agreement with the county which states that the developer agrees to <br />make the necessary improvements to segment 2530E to provide the <br />additional capacity required to maintain LOS "D" on that roadway at <br />the time of development.
