The request involves rezoning the property, presently <br />owned by Margaret Ann Knight, from RS -6, Single -Family Residential <br />District (up to 6 units/acre) to RM -8, Multiple -Family Residential <br />District (up to -8 units/acre)....The applicant intends to develop an <br />Adult Congregate Living Facility (ACLF) with more than 21 residents <br />on the site. Although not permitted in single-family zoning <br />districts, ACLFs with more than 21 residents are allowed as a <br />Special Exception use in the RM -8 zoning district. <br />On August 11, 1994, the Planning and Zoning Commission voted 7-0 to <br />recommend that the Board of County Commissioners approve this <br />request to rezone the subject property to RM -8. <br />Existing Land Use Pattern <br />The subject property, and properties to the north and west, consist <br />of citrus groves and are zoned RS -6. To the south is the partially <br />developed Medical Service Center Subdivision, zoned MED, Medical <br />District. The portion of this subdivision that borders the subject <br />property currently consists of citrus groves. Indian River <br />Boulevard borders the site on -the northeast, while vacant RM -8 <br />zoned land is directly east of the site. <br />Future Land Use Pattern <br />The subject property and properties to the north, east, and west <br />are designated M-1, Medium -Density Residential -1, on the county <br />future land use map. The M-1 designation permits residential uses <br />with densities up to eight units/acre.
