Their expectations of 60 to 70 Cuban rafters <br />did not materialize. <br />Commissioner Adams asked if the Sheriff's Department could <br />take prisoners from other overcrowded counties, and Sheriff Wheeler <br />explained that is a possibility but the cost of transporting <br />prisoners is prohibitive. <br />Commissioner Adams opened a discussion as to longer term <br />planning for the budget so that planning can be done early in <br />attempting to hold the line. She understood that revenues are <br />dropping, the tax rolls are dropping and the County has cut back to <br />compensate. The new courthouse is now on line, which has left the <br />County with room for little or no growth. <br />Administrator Chandler emphasized that a real crunch has <br />occurred in the last 2 years. Current revenues are down <br />$1,300,000; however, the County may be looking at somewhat improved <br />conditions for the next year. <br />Commissioner Macht complimented the staff on a very fine job <br />in holding the line on taxes and remarked that most taxpayers are <br />not aware the hospital and school districts are raising their base. <br />The taxpayers get a big tax increase and do not see that the County <br />is offsetting the impact. We need to communicate that to the <br />public. We also need to communicate to the public that the County <br />cannot continue to do this. Commissioner Macht wanted a 2% <br />increase for employees, but he preferred an across-the-board $345. <br />Administrator Chandler expressed his concern that the County <br />maintain its competitiveness with private industry. <br />COMMISSIONER MACHT'S MOTION THAT A ONE-TIME, ACROSS-THE-BOARD <br />INCREASE OF $345 BE GIVEN, DIED FOR LACK OF A SECOND. <br />ON Motion by Commissioner Adams, SECONDED <br />by Commissioner Eggert, the Board, by a 4- <br />1 vote (Commissioner Macht dissenting), <br />approved a 2% increase in employee <br />salaries to be effective February 1, 1995. <br />Submittal of Florida Communities Trust Grant Application/Scrub Habitat <br />in Sebastian <br />The Board reviewed a Memorandum dated September 6, 1994: <br />September 13, 1994 10 <br />
