Commissioner Eggert further clarified that her recommendation <br />was to approve the $127,000, to work with the Humane Society <br />throughout the year to see how they were doing, how the -log license <br />feers*were coming in, and to see if we can do anything through <br />contingency funds. <br />Commissioner Adams confirmed that the Board left the door <br />open, and asked Mr. Radabaugh to keep the Board informed regarding <br />the profit and loss position of the Humane Society. <br />Mr. Radabaugh stated that Humane Society administrators would <br />like to meet with Administrator Chandler and OMB Director Baird as <br />soon as possible to develop a specific formula of the various <br />factors that comprise the overall budget for the Humane Society. <br />Chairman Tippin noted that the Humane Society does a great <br />service, and the Board is not questioning the need for funding. <br />Administrator Chandler assured the Board that staff will meet <br />with Mr. Radabaugh as soon as possible after the budget is adopted. <br />Commissioner Bird led discussion regarding the Environmental <br />Control Board's budget cut. He pointed out that the Environmental <br />Control Board is something we created to enhance the County by <br />protecting and cleaning up the environment, and we have funded it <br />at a certain level. Environmental Health Director Mike Galanis <br />reported at prior meetings that they cover a good portion of their <br />costs by the fines which are levied. Commissioner Bird viewed the <br />budget reduction for the Environmental Control Board as <br />disproportionate. <br />Director Baird explained that the Environmental Control Board <br />was set up to pay for itself. A few years ago they collected <br />$40,200 in environmental control fines, and at that time their <br />budget was moved into the General Fund. Their revenue has dropped <br />considerably, to $4,900, and the fines do not cover the costs, and <br />that is why their budget was cut. <br />Discussion ensued regarding the creation of the Environmental <br />Control Board and the work they have accomplished. <br />Administrator Chandler noted that the Board has the ability to <br />amend the budget for the Environmental Control Board if revenues <br />from fines increase. <br />The Chairman determined that no one else wished to be heard <br />and thereupon closed the public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Macht, the Board unanimously approved <br />the tentative millage rate of 4.2266 for the General <br />Fund for Fiscal Year 1994/95. <br />9 ^; <br />September 14, 1994 BOOK PAGE �' <br />
