SPECIAL MEETING <br />Wednesday, September 14, 1994 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Special Session at the County Commission Chambers, <br />1840 25th Street, Vero Beach, Florida, on Wednesday, September 14, <br />1994, at 5:01 p.m. Present were John W. Tippin, Chairman; Kenneth <br />R. Macht, Vice Chairman; Fran B. Adams; Richard N. Bird; and <br />Carolyn K. Eggert. Also present were James E. Chandler, County <br />Administrator; Charles P. Vitunac, County Attorney; OMB Director <br />Joe Baird; and Patricia Held, Deputy Clerk. <br />The Chairman called the meeting to order, and Commissioner <br />Bird led the Pledge of Allegiance to the Flag. <br />County Attorney Charles Vitunac announced that formal notice <br />of the meeting was given through the mailing of the Truth in <br />Millage (TRIM) Notice and the Notice of Non -Ad Valorem assessments <br />for 1994 to all Indian River County taxpayers. <br />Chairman Tippin announced that this is the first of two public <br />hearings to consider the proposed budget for Fiscal Year 1994/95, <br />and that County Administrator Jim Chandler would present an <br />overview of the proposed budget. <br />Administrator Chandler stated that after a brief overview of <br />the overall budget he would address each individual fund and he <br />recommended the Board follow the procedure outlined on the agenda <br />for the individual funds. <br />Administrator Chandler reported that the total proposed budget <br />under consideration for Fiscal Year 1994/95 is $130,373,499, which <br />is a reduction of $12,068,284 from Fiscal Year 1993/94. The <br />reductions were achieved through a combination of factors, <br />including personnel reductions, decreases in overall health <br />insurance and Workers' Compensation expenses, and reductions in <br />basic line item, operating and capital outlay expenses. The <br />library bonds were retired in Fiscal Year 1993/94 so there is no <br />debt service. As a result, if there is no change in assessed <br />value, there is no increase in property taxes. An increased <br />assessment is proposed for the Solid Waste Disposal District fees. <br />September 14, 1994 <br />BOOK UF 7 <br />
