The affected elements are: the Future Land Use <br />Element, the Sanitary Sewer Sub -Element, and the Conservation <br />Element. The proposed amendments implement a compliance agreement <br />which the Board approved on June 14, 1994. That compliance <br />agreement is associated with the Coraci amendment which was adopted <br />by the Board on June le, 1991. On August 15, 1991, the State <br />Department of Community Affairs (DCA) issued a Statement of Intent <br />to find the Coraci amendment not in compliance. <br />The typical comprehensive plan amendment process requires both <br />Planning and Zoning Commission and Transmittal Public Hearings <br />Prior to the Final Adoption Public Hearing. Because the subject <br />amendment is associated with a compliance agreement, however, state <br />law allows the Board to proceed directly to the Final Adoption <br />Public Hearing. <br />The proposed additions and deletions to the plan are shown on <br />attachment 3. In this attachment, deletions are indicated by <br />strike throughs, while additions are shown as underlined. <br />BACKGROUND <br />On February 13, 1990, Indian River County adopted its comprehensive <br />plan.. On April 9 of that year, DCA published its Statement of <br />Intent to find the plan not in compliance. Prior' -to initiation of P: <br />hearing, the county. and DCA entered into an agreement to bring the <br />comprehensive plari into compliance. That compliance agreement, <br />which was approved by the county on September 26, 1990, required <br />September 20, 1994 32 <br />
