provide said golf course with reuse water, the plant is required by <br />FDEP to install a filtration system. Without filtration, the <br />produced effluent water does not meet FDEP criteria as reuse water <br />to be used in public areas for irrigation. This addition of a <br />filter is very essential now, and for future expansion. <br />The filtration system is to be designed and sized accordingly for <br />the plant expansion to 2.0 MGD. The purchase and installation of <br />the filtration system is going to be fast -tracked through <br />negotiations with J.J. Kirlin, the contractor that was awarded the <br />contract to build a similar filtration system for the West Regional <br />Wastewater Treatment Plant expansion project. <br />On November 2, 1993, the Board of County Commissioners approved for <br />Masteller a-nd Molar., Inc. , to design <br />foz• eral <br />f�rs�n� @s10 :.Rcracd''` the .r, YOumBP <br />fa.0 lity anidi: tehsae <br />ti1e# �to ,the G.e.• b6in <br />County o7(souti WWTPi.siteThf' <br />presently <br />advertised for bid with a projected start of constiveiion=,_in early <br />1995. -- _ <br />In January, 1994, the Board of County Commissioners approved for <br />Carter Associates, Inc., to design an effluent transmission main <br />and pumping station for the interconnection of the South County <br />WWTP to the West County WWTP and its effluent disposal facility, a <br />proposed artificial wetland. This interconnection is required <br />because the Indian River Country Club golf course, along with the <br />Vista Royale and Vista Gardens golf courses, will not accommodate <br />the disposal of the total volume of effluent produced by the South <br />County WWTP. The pump station and force main is designed and will <br />be submitted to DEP for permitting and will be advertised for bid <br />upon receipt of permit. <br />On December 7, 1993, the Board of County Commissioners approved <br />in-house design for the force main and pumping station located in <br />Vero Shores for the diversion of sewer flow from the U.S. force <br />main and Grove Isle subdivision, which presently flow to the City <br />of Vero Beach WWTP. This diversion of flow is the County's effort <br />to direct sewer flow to the- South County WWTP to reduce its <br />treatment costs. This, project will- be . Completed .. by November ' 15 , <br />,_ . .. -.].•954: •'� - .. _ . y .. .. • <br />ANALYSIS <br />The County has negotiated with Camp, Dresser and McKee, Inc., to <br />design the expansion of the South County WWTP to 2.0 MGD. The <br />scope of work consists of design and specifications for the 2.0 MGD <br />plant expansion, assistance to the County in obtaining the <br />construction permit, bidding services, engineering assistance <br />during construction, providing resident project representation, and <br />assistance in procurement of the filtration system to produce reuse <br />water:` The negotiations have concluded and Amendment No. 1 is <br />produced. Amendment No. 1 shall annul and replace the existing <br />agreement with Camp, Dresser and McKee, Inc., and the outstanding <br />fee of $227,240.00. The estimated cost for the expansion is <br />$5,0001000.00. <br />The costs for Amendment No. 1 are listed below according to the <br />tasks: <br />Task 100 - Permit assistance $23,500.00 <br />September 20, 1994 59 <br />
