Board of County Commissioners <br />Meeting Minutes - Final February 6, 2018 <br />Commissioner Zorc sought and received information about the new P25 radio, <br />and asked if the GPS feature could be integrated with the vehicle tracking <br />program that the County uses to assist in emergency situations. <br />Public Works Director Richard Szpyrka explained that he had been working <br />with Director Burke and the radio supplier to determine the availability of the <br />GPS feature, and was currently analyzing the cost to the current system. He <br />stated that there was a GPS feature built into the radio, and that they were <br />working to determine whether software would be needed to activate the <br />program. <br />Commissioner Flescher confirmed with Director Burke that there would be no <br />loss of serviceability or communication issues during the transition. <br />Bob Johnson, Coral Wind Subdivision, expressed opposition to the use of sole <br />source providers, and asked for clarification on the importance of the use of a <br />sole source provider for this item. <br />County Administrator Jason Brown and Commissioner Flescher provided brief <br />explanations and discussed the importance of the use of sole source providers. <br />A motion was made by Commissioner Flescher, seconded by Commissioner <br />Adams, to approve staffs recommendation. The motion carried by the following <br />vote: <br />Aye: 4 - Chairman O'Bryan, Commissioner Adams, Commissioner Flescher, and <br />Commissioner Zorc <br />Absent: 1 - Vice Chairman Solari <br />12.G.2. 18-1449 Resolution to Allow for the Installation of a Temporary Hose Bib <br />Assembly for New Construction <br />Recommended Action: Staff recommends that the Board of County Commissioners review and adopt <br />the proposed Resolution assigning the cost of the new construction stand pipe <br />assembly to the contractor. <br />Attachments: Staff Report <br />Diagram of Temporary Hose Bib Apparatus <br />Proposed Resolution <br />Director of Utility Services Vincent Burke acknowledged that there had been <br />various contractors tampering with utility connections in residential <br />communities with homes under construction. Through the use of a PowerPoint <br />Presentation, he explained that the contractors have been breaking curb stops <br />and removing locks to connect directly to the County's water system, bypassing <br />both the meter and the check valve. <br />Indian River County Florida <br />Page 13 <br />
