ad <br />19.05 .OWNER may conduct necessary such investigations as OWNER deems necessa to establish the <br />responsibility, qualifications, and financial ability of Bidders, proposed Subcontractors, Suppliers, `> <br />individuals, or entities to perform the Work in accordance with the Contract Documents. t= <br />19.06 If the Contract is to be awarded, OWNER will award the Contract to the Bidder whose Bid <br />is in the best interests of the Project. <br />19.07 OWNER has no local ordinance or preferences, as defined in FS 255.0991 (2) in place, <br />therefore no preference prohibited by that section will be considered in the acceptance, review <br />or award of this bid. <br />19.08 Any actual or prospective bidder or proposer who is aggrieved in connection with the <br />bidding and/or selection process may protest to the OWNEKs Purchasing Manager. The <br />protest shall be submitted in writing to the Purchasing Manager within seven (7) calendar days <br />after the bidder or proposer knows or should have known of the facts giving rise to the protest. <br />ARTICLE 20 -,CONTRACT SECURITY AND INSURANCE <br />20.01 Article 5 of the General Conditions, as may be modified by the Supplementary Conditions, <br />sets forth OWNER's requirements as to Public Construction Bond and insurance. When the <br />Successful Bidder delivers the executed Agreement to OWNER, it must be accompanied by such <br />Bond, unless the Bond has been waived due to the total contract being less than $100,000. <br />ARTICLE 21. - SIGNING OF AGREEMENT <br />21.01 When OWNER gives a Notice of Award to the Successful Bidder, it shall be accompanied <br />by -the required, number of unsigned -counterparts of the Agreement with the other Contract <br />Documents which are identified in the Agreement as attached thereto. Within fifteen (15) days <br />thereafter, Successful Bidder shall sign and deliver the required number of counterparts of the <br />Agreement and attached documents to OWNER. <br />21.02 OWNER shall return one fully signed counterpart to Successful Bidder. <br />21.03 Should Bidder to whom the Contract has been awarded refuse or fail to complete the <br />requirements of Article 21.01 above, the additional time in calendar days, required to correctly <br />complete the documents will be deducted, in equal amount, from the Contract time.
