Baird, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager <br />Subject: Notice of Application for Indian River Lagoon National Estuary Program Grant for <br />West Wabasso Phase II Septic to Sewer Project <br />DESCRIPTIONS AND CONDITIONS: <br />On January 16, 2018, the Board of County Commissioners (BCC) authorized staff to move forward with <br />Option II, submitting a grant application to the St. Johns River Water Management District Cost -Share <br />Program in January/February 2018, submitting a grant application to the Local Funding Initiative FY 18- <br />19 through the Florida Legislature and allocating up to $1,000,000 of Indian River County matching funds <br />to support the successful completion of the West Wabasso Phase 11 Septic to Sewer Project. <br />On January 8, 2018, the County received notification from the Indian River Lagoon Council that the <br />Indian River Lagoon National Estuary Program (IRLNEP) is seeking grant proposals for its FY 2018-2019 <br />grant program. To that effect, Indian River County Department of Utility Services (IRCDUS) has <br />submitted a letter of intent for the above-mentioned project to be considered for funding for FY 2018- <br />2019 under the Indian River Lagoon National Estuary Program. <br />ANALYSIS: <br />The West Wabasso Phase II Septic to Sewer Project will be submitted under Category 1: Restoration Project. <br />For FY 2018-2019, the IRLNEP Management Conference has determined that funding priorities for the <br />IRLNEP should focus on the following broad topics for Indian River Lagoon restoration with a funding <br />availability of $860,000: <br />Restoration of water quality <br />Restoration of habitats <br />The IRLNEP will use Letters of Intent to contact requesting organizations, to schedule a webinar that <br />will be conducted in advance of the submittal deadline, and for any follow-up that may be required. <br />The schedule is as follows: <br />• January 8, 2018 — IRLNEP Grant Proposal Notification <br />• January 19, 2018 — Mandatory Pre -Proposal Statement of Intent deadline <br />• January 24, 2018 — Mandatory Pre -Proposal Meeting (Webinar) <br />• February 26, 2018 — Proposals due <br />Page 1 ofd„ <br />
