Comprehensive Plan Sanitary Sewer Sub -Element <br />residents as well as industrial and business establishments anticipated in future years. The <br />remaining capital cost is recouped through monthly charges. <br />As a payment option for extension of the sewer collection system, the county allows a <br />contribution in aid of construction. After the installation of sewage collection facilities by a <br />developer, title to those facilities is transferred to the county. The referenced facilities may be <br />"on-site" or "off-site." These options are discussed below. <br />• On -Site Facilities <br />Each developer is responsible for the design, installation, inspection, and testing of the complete <br />sewage collection system located within the boundaries of the developer's property. <br />• Off-site Facilities <br />The location, size or proposed density or intensity of a development project may make service to <br />the property dependent upon the extension of off-site sewage collection facilities. Off-site <br />facilities are those mains, sewage collection lines, sewage force mains, and/or pumping stations <br />adequate in size to transmit sewage collected on the developer's property to a treatment plant or <br />disposal site. <br />The county's policy is to expand its sewer system in an orderly and economical manner. That <br />expansion schedule, however, does not always coincide with a developer's plans. In cases where <br />the county does not plan to expand its system to serve a project in the timeframe required by a <br />developer, the developer is required to construct or pay the cost of off-site facilities associated <br />with that project when the following conditions exist: <br />• such an extension would require an extraordinary expenditure by the county for <br />transmission facilities; and <br />• such expenditure would cost more than the county's standard capacity charge. <br />In that event, the county may negotiate an agreement which enumerates the following: <br />• the county's responsibility to provide service to the development and possibly <br />reimburse the developer for oversized facilities; and <br />• the developer's responsibility to construct and dedicate to the county the off-site <br />facilities (possibly oversized to meet future demands). <br />Community Development Department <br />Indian River County 17 <br />Appendix A <br />
