There are 5 <br />different parcels being assessed which are contiguous but not <br />enjoined, and he asked for clarification on whether they would have <br />guaranteed access to the 30' Indian River Farms Water Control <br />District drainage ditch right-of-way that sits in the front of the <br />property. Mr. Hett wanted assurance that -if they pay for this <br />assessment, they are going to have access to all the parcels <br />because they want to sell the lots individually. He would like the <br />opportunity to sit down and research this with the Water Control <br />District and talk with County staff a little bit more. Another <br />concern is whether any portion of the assessment might be in lieu <br />of impact fees and, if so, whether they would get a credit on any <br />of that money when and if they develop the property. <br />Director Pinto explained that the portion of the project that <br />is considered a master plan size line is extracted out of the <br />portion of the project that is assessed. These portions were <br />removed to eliminate any administrative confusion later on. Staff <br />feels there is access to the property and that there is a benefit. <br />However, staff recognizes the large parcels that Mr. Hett and <br />others have and they only assessed a maximum of 150 foot depth <br />anywhere on this project. There are more linear feet per total <br />square footage than most of the other projects, which raises the <br />per square footage cost somewhat. In some of the other <br />assessments, staff is going back as much as 200 feet for some of <br />the deeper lots with smaller frontages. In this project, there are <br />many 50 foot lots that only go 130 feet deep, which raises the cost <br />per square foot. <br />Commissioner Adams understood that if each one of -the parcels <br />were owned separately, there still would be adequate access to get <br />to each one, and Director Pinto replied there would be access. <br />Charles A. Weber, Jr. of 1146 35th Avenue SW, affirmed his <br />support of the Grovenor Estates project. <br />Mark Tripson, 5020 12th Street, secretary at Jo -Bar Farms, <br />Inc., inquired if they would be guaranteed water for their entire <br />piece of property. Director Pinto advised they certainly would be <br />guaranteed water for whatever portion is being assessed. The <br />entire system is master planned for the entire service area. For <br />example, if you are being assessed for 150 feet of property, your <br />guarantee is that service is available for that 150 feet. <br />Hurley Roundtree, 6566 1st Street SW, asked for assurance that <br />his grove is exempt from the assessment and Steve Moler stated that <br />Mr. Roundtree's grove was not included in this assessment. <br />OCTOBER 4, 1994 18 <br />
