G. 1., and is placed here <br />for continuity). <br />Public Works Director Richard Szpyrka recalled the Board's direction on <br />October 24, 2017, for staff to research ways to reduce the scale of proposed <br />improvements to the Oslo Boat Ramp (the Boat Ramp). In his PowerPoint <br />Presentation, he presented and reviewed options for the Board's consideration, <br />and disclosed that various regulatory agencies would require the project to be <br />redesigned and re -permitted. He also conveyed that there has been discussion <br />between the County and the City of Vero Beach (the City) about undertaking a <br />joint venture for a Mainland Boat Launch at the old City Power Plant site. <br />Director Szpyrka asked the Board to provide staff with direction on how to <br />proceed, and responded to the Board's questions. <br />The Chairman invited public input. <br />The following speakers voiced their concerns and opposition to the proposed. <br />changes to the Boat Ramp: <br />Paul Fafeita, 955 82nd Avenue, President, of the Treasure Coast Chapter of the <br />Coastal Conservation Association <br />Dr. Richard Grant Gilmore, 5920 1 st Street Southwest <br />Mark Yanno, former biologist with the United States Fish and Wildlife Service <br />Bill Loftus, 5600 Dominica Street, research scientist retired from the U.S. <br />Geological Survey and currently a biological consultant <br />Dr. Edie Widder, CEO and Senior Scientist of the Ocean Research and <br />Conservation Association (ORCA) <br />Dr. Richard Baker, President of the Pelican Island Audubon Society <br />Deliberations ensued among the Board regarding the proposed improvements to <br />the Boat Ramp, restoration of the Lagoon, and the prospective Mainland Boat <br />Launch.
