Brown, County Administrator <br />From: Vincent Burke, P.E., Director of Utility Services <br />Prepared By: Arjuna Weragoda, P.E., Capital Projects Manager <br />Subject: Amendment No. 1 to Work Order No. 10 with Kimley-Horn and Associates — North <br />Reverse Osmosis Water Treatment Facility 2016/2017 Permit Renewal <br />DESCRIPTIONS AND CONDITIONS: <br />On January 10, 2017, the Indian River County Board of County Commissioners (BCC) approved Work Order No. <br />10 with Kimley-Horn and Associates (KHA) for a lump sum amount of $47,384.00, to prepare and submit the <br />Florida Department of Environmental Protection (FDEP) renewal application for the existing North Reverse <br />Osmosis (RO) Water Treatment Facility (WTF) permit. Indian River County Department of Utility Services <br />(IRCDUS) operates the North RO WTF located at the northwest corner of Hobart Road (77th Street) and 58th <br />Avenue. The plant is currently permitted for 11.44 million gallons per day (MGD). <br />ANALYSIS: <br />KHA submitted the FDEP renewal permit application March 13, 2017. Since the submittal of the renewal permit <br />application, FDEP has received numerous questions and comments from the public. Although the FDEP has <br />issued a draft permit, they are unable to issue a final permit until such time that a Public Meeting has been held <br />on the draft permit as has been requested by two citizens. The additional request for information and the <br />objections made by the public has made the subject renewal time intense and beyond the original scope. <br />submitted by KHA. Therefore, KHA submitted an amendment to Work Order No. 10 to reflect these changes. <br />FUNDING: <br />Funding for Amendment No. 1 to Work Order No. 10 is available in the Water Treatment -Other Professional <br />Services account within the Utilities Operating Fund.
