2018029 — Sector 5 Beach and Dune Renourishment CONSENT <br />A selection committee comprised of Keith McCully, P.E., Stormwater Engineer, James Gray, <br />Natural Resources Manager, Andy Sobczak, Infrastructure Project Manager, Adam Heltemes, P.E., <br />Senior Civil Engineer and Marty Smithson, Sebastian Inlet District Administrator independently <br />evaluated and scored the received statements of qualifications in accordance with FS 287.055 and <br />the County Purchasing Manual. These scores were compiled by the committee and an overall <br />ranking of the submittals developed. The top three ranked firms were invited to participate in <br />interviews. After the interviews, the committee members again independently ranked the firms <br />and a committee ranking was compiled. <br />The final rankine established by the committee is: <br />"Proposing,Firm �. <br />Location, ;a <br />1. Applied Technology & Management, Inc. <br />West Palm Beach <br />FUNDING: <br />Local funding of Beach Restoration includes a portion of Local Option Tourist Tax Revenue as well <br />as allocation of the One Cent Sales Tax. Funding is budgeted and available for the design and <br />permitting of the Sector 5 Beach and Dune Renourishment Project in the Beach Restoration Fund, <br />Other Professional Services Hurricane Matthew—Account No. 12814472-033190-17001. <br />The County has also received a fully signed FEMA Project Worksheet (No. IRGA04 — Hurricane <br />Matthew), making project related design, permitting, and construction expenses eligible for up to <br />87.5% in Federal and State cost share. <br />RECOMMENDATION: <br />Staff recommends the Board approve the committee's final ranking and authorize negotiations <br />with the top ranked firm (and the subsequently ranked firms, should negotiations with any higher <br />ranked firms fail) in accordance with FS 287.055, Consultant's Competitive Negotiation Act. <br />52 <br />
