Zito, Assistant County Administrator <br />From: Beth Powell, Conservation Lands Manager <br />Subject: Request for Board Approval of a Resolution for a Grant Application to the Florida <br />Inland Navigation District for Public Use Improvements at the Jones' Pier <br />Conservation Area <br />It is requested that the Board of County Commissioners formally consider the following information <br />at the Board's regular meeting of March 20, 2018. <br />DESCRIPTIONS AND CONDITIONS: <br />In September 2008, the Board of County Commissioners purchased the historic Jones' Pier site under <br />the County's environmental lands program. The subject waterfront property consists of <br />approximately 16.5 acres located on south Jungle Trail. The property was acquired for conservation <br />and historic preservation purposes with a 45% cost -share grant from the Florida Communities Trust. <br />On March 6, 2018, the Board of County Commissioners authorized staff to pursue an application to <br />the Florida Inland Navigation District (FIND) for the Waterways Assistance Program to complete <br />certain aspects of the public use improvements including the parking lot, restroom facility, pavilion, <br />water/sewer connections and associated pathways. The estimated cost for the improvements is <br />approximately $300,000.00 with 50% of that cost ($150,000.00) to be funded through the FIND <br />grant. Please see Attachment 1 for the proposed improvements provided by MBV under Work Order <br />No. 10. <br />As a part of the FIND Waterways Assistance Program grant application for the referenced <br />improvements, FIND requires that the applicant (Indian River County) provide a resolution <br />authorizing the project and ensuring that the terms of the grant will be met (if awarded). To that end, <br />the attached resolution (Attachment 2) is herein presented for the Board's consideration and approval. <br />ANALYSIS <br />The attached resolution (Attachment E-7 of the FIND grant application) is in standardized format as <br />required by FIND. The resolution indicates that the County is applying for 50% ($150,000.00) of <br />the total estimated cost of the project.
