Brown; County Administrator <br />THROUGH: Stan Boling, AICP; Community Development Director <br />THROUGH: Sasan Rohani, AICP <br />Chief, Long -Range Planning <br />FROM: Bill Schutt, AICP <br />Senior Economic Development Planner, Long Range Planning <br />DATE: March 5, 2018 <br />SUBJECT: TRANSMITTAL PUBLIC HEARING: County Initiated Request to Amend (Update) <br />the Text of the Sanitary Sewer Sub -Element for Septic to Sewer Conversion and the <br />Associated Text of the Future Land Use Element; and Amend the Text of the Coastal <br />Management Element for Sea Level Rise and Associated Text of the Future Land Use <br />Element of the County's Comprehensive Plan <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of March 20, 2018. <br />DESCRIPTION AND CONDITIONS <br />This is a county initiated request and contains two parts to amend the text of the Sanitary Sewer Sub - <br />Element, Coastal Management Element, and Future Land Use Element of the county's comprehensive <br />plan. The first part consists of proposed revisions to the Sanitary Sewer Sub -Element and parallel <br />Future Land Use Element changes to update information and incorporate recent policy direction from <br />the Board of County Commissioners regarding conversion of septic systems to public sewer service. <br />The second part consists of proposed revisions to the Coastal Management Element and Future Land <br />Use Element to address planning for sea level rise impacts as mandated by the state. <br />This agenda item reviews proposed revisions to the Sanitary Sewer Sub -Element. The Coastal <br />Management Element and Future Land Use Element revisions related to sea level rise are addressed <br />in a separate agenda item that will be presented immediately after consideration of this item. <br />For all three elements/sub-elements, the purpose of the amendments is to update policies and text to <br />recognize changed conditions. With respect to the Sanitary Sewer Sub -Element, proposed revisions <br />were initiated based on direction received at the July 18, 2017 Board of County Commissioners <br />(Board) meeting (Attachment #2). <br />2021 <br />
