Comprehensive Plan <br />Sanitary Sewer Sub -Element <br />discourage urban sprawl (current Five Year Capital Improvements Plan is in the Capital <br />Improvements Element of the comprehensive plan). <br />POLICY 5.1: In conformance with the review process for the Capital Improvements <br />Element, the county shall maintain a five-year schedule of capital improvement needs for <br />public facilities. <br />POLICY 5.2: Proposed capital improvement projects shall be evaluated and ranked <br />according to the following three priority level guidelines: <br />• Level One - whether the project is needed to protect public health and safety, to <br />fulfill the county's legal commitment to provide facilities and services, or to preserve <br />or achieve full use of existing facilities. <br />• Level Two - whether the project increases efficiency of use of existing facilities, <br />prevents or reduces future improvement costs, provides service to developed areas <br />lacking full service or promotes in -fill development. <br />• Level Three - whether the project represents a logical extension of facilities and <br />services within the urban service area. <br />POLICY 5.3: In order to guarantee provision of more than the minimum level of service, <br />the county shall take the following steps: <br />• begin planning and preliminary design for expansion when a plant's Average Daily <br />Demand is projected to equal or exceed its capacity within 5 years; <br />• prepare plans and specifications for expansion when a plant's Average Daily <br />Demand is projected to equal or exceed its capacity within 4 years; <br />• submit a complete construction permit application to the Florida Department of <br />Environmental Protection for expansion when a plant's Average Daily Demand is <br />projected to equal or exceed its capacity within 3 years; and <br />• submit an application for an operation permit for the expanded facility to DEP when <br />a plant's Average Daily Demand is projected to equal or exceed its capacity within 6 <br />months. <br />POLICY 5.4: The county shall treat sanitary sewer provision as an enterprise system <br />which is financially self-supporting. <br />Community Development Department <br />268 <br />Indian River County 42 <br />
