Comprehensive Plan <br />Sanitary Sewer Sub -Element <br />• Commercial/industrial uses and residential subdivisions identified in Table 3.A.3 <br />may continue to treat their sewage with existing septic systems until centralized <br />sewer service lines are extended to within '/ mile of the site. At that time, all <br />residential units in those subdivisions and all commercial/industrial uses shall be <br />connected to the county system. Developments whose sewage treatment systems <br />cause a public health problem must connect to the regional system regardless of <br />the distance to sewer lines. <br />Use of septic systems for new development shall be prohibited unless: <br />o such development meets the criteria set on the water and wastewater <br />connection matrix; or <br />o such development consists of clustered residential development within <br />privately owned upland conservation (C-3) areas. Even under those <br />circumstances, no individual septic systems may be associated with <br />individual residential units. If located outside of any conservation <br />designated areas or areas that are environmentally sensitive or <br />significant, however, centralized community septic systems may be <br />provided to each pod of clustered residential development. <br />o Septic systems shall be allowed in areas of development outside of the <br />Urban Service Area when such development meets the criteria of <br />policies of the Future Land Use Element for: <br />- clustered residential development within agricultural <br />planned development projects; <br />- clustered development within new town projects; <br />- traditional neighborhood design communities; and <br />- agricultural businesses and industries (including biofuel <br />facilities) <br />POLICY 7.2: The county shall ensure that, prior to the issuance of development orders <br />or permits for projects to be served by septic systems, the applicant has demonstrated that <br />the project complies with Florida Department of Health (DOH) regulations Section <br />381.0065 FS and Chapter 64E-6, FAC, permit requirements for septic systems. <br />POLICY 7.3: The county in coordination with and through the DOH -Indian River, shall <br />require that issuance of permits for repair or replacement of existing septic systems be <br />conditioned upon compliance with DOH regulations Section 381.0065 FS and Chapter <br />64E-6, FAC, permit requirements for septic systems. <br />Community Development Department <br />272 <br />Indian River County 46 <br />A ++. „1,,-,., + A <br />
