Board of Commissioners Meeting Minutes — ECB FINAL September 13, 2016 <br />C. Environmental Control Board <br />The Board reconvened as the Board of Commissioners of the Environmental <br />Control Board. Those Minutes will be approved under the next Environmental <br />Control Board meeting. <br />1. 16-710 Approval of Minutes Meeting of October 14, 2014 <br />A motion was made by Vice Chairman Flescher, seconded by Commissioner Davis, to <br />approve the Minutes as written. The motion carried by the following vote: <br />Aye: 4- Chairman Solari, Vice Chairman Flescher, Commissioner Davis, and Commissioner <br />Zorc <br />Absent: 1- Commissioner O'Bryan <br />2. 16-727 ECHB Annual Report (October 1, 2014 - September 30, 2015) <br />Attachments: Annual Report 10/1/14-9/30/15 <br />A motion was made by Vice Chairman Flescher, seconded by Chairman Solari, to <br />accept the Environmental Control Hearing Board's Annual Report. The motion carried <br />by the following vote: <br />Aye: 4 - Chairman Solari, Vice Chairman Flescher, Commissioner Davis, and Commissioner <br />Zorc <br />Absent: 1 - Commissioner O'Bryan <br />3. 16-712 Partial Release of Lien <br />Recommended Action: The Environmental Control Officer recommends that the Board sitting as the <br />Environmental Control Board approve the Partial Release of Lien against the <br />Subject Property. <br />Attachments: Staff Report <br />Partial Release of Lien <br />A motion was made by Vice Chairman Flescher, seconded by Commissioner Davis, to <br />approve the Partial Release of Lien against Fredrick D. Mensing III and Rita F. <br />Mensing, on the property located at 7580 129th Street, Sebastian, Florida, Fleming <br />Grant. The motion carried by the following vote: <br />Aye: 4 - Chairman Solari, Vice Chairman Flescher, Commissioner Davis, and Commissioner <br />Zorc <br />Absent: 1 - Commissioner O'Bryan <br />The Board of Commissioners adjourned the Environmental Control Board <br />District meeting and reconvened as the Board of County Commissioners of the <br />regular meeting. <br />Indian River County Florida Page 2 <br />
