INDIAN RIVER COUNTY
MEMORANDUM.
TO: Jason E. Brown
County Administrator
DEPARTMENT HEAD CONCURRENCE:
Stan Boling, AICP
Community Development Director
THROUGH: Roland M. DeBlois, AICP
Chief, Environmental Planning
& Code Enforcement
FROM: Kelly Buck
Code Enforcement Officer
DATE: 4/20/2018
RE: Keith Franco's Request for Release of Certain Easements at 1345 Sunset Point Lane
(Lot 1, Sunset Point Subdivision a.k.a. Sunset Lagoon)
It is requested that the Board of County Commissioners formally consider the following information at its
regular meeting of May 1, 2018.
DESCRIPTION AND CONDITIONS
The County has been petitioned by Keith Franco of Brown Dog Construction of Vero. Beach Inc., owner
of a lot at 1345 Sunset Point Lane in Sunset Point Subdivision (a.k.a. Sunset Lagoon), for release of two
15 -foot wide drainage easements and a five foot portion of a third 15 -foot drainage easement on the lot.
The purpose of the request is to release drainage easements (or portions thereof) that no longer serve the
subject lot or adjacent properties (see attached maps).
ANALYSIS
The request has been reviewed by AT&T; Florida Power & Light Corporation; Comcast Cable Services;
the Vero Beach Water and Sewer Department; the County Road & Bridge and Engineering Divisions; and
the County Surveyor. None of the utility providers or reviewing agencies expressed an objection to the
requested release of easements. Therefore, it is staff's position that the requested easements release would
have no adverse impact to drainage or to utilities being supplied to the subject property or to other
properties.
RECOMMENDATION
Staff recommends that the Board, through adoption of the attached resolution, approve release of the
drainage easements described in the resolution.
111
