Jennifer Hyde, Purchasing Manager <br />SUBJECT: Request by Friendship Baptist Church for Donation of Removed <br />Chambers Audio Visual Equipment <br />BACKGROUND: <br />The audio visual -and recording system in the Commission Chambers has recently been replaced <br />and the old components are in storage in Building B. Staff has received a request for the <br />County to donate those components to Friendship Baptist Church so they may be used to <br />enhance the availability and accessibility of its services. <br />Florida. Statute 274.06 authorizes a governmental unit to dispose of property, the value of <br />which is estimated to be under $5,000 "in the most efficient and cost-effective means as <br />determined by the governmental unit." The paragraph also states "if the property is without <br />commercial value it may be donated, destroyed or abandoned." <br />Because the system was part of the original building construction, it is not an asset and holds <br />no residual book value to the County. Additionally, no offer was made by either vendor bidding <br />to replace the system to accept as trade, purchase or otherwise take ownership of the removed <br />equipment. Therefore, staff is comfortable suggesting the property is without commercial <br />value. Donation and removal by the church is both efficient and cost-effective method of <br />disposal. <br />Staff is'confident disposal by donation to the church is both supported by.Statute and in the <br />best interest of both the County and community. <br />RECOMMENDATION: <br />Staff recommends the Board. declare the equipment surplus to the County's needs and <br />authorize donation to the Friendship Baptist Church so it may continue to be utilized in our <br />community. <br />ATTACHMENT: <br />Request from Friendship Baptist Church <br />54 <br />
