Gray, Jr. <br />Natural Resources Manager <br />SUBJECT: Work Order No. 6 Morgan & Eklund, Inc. <br />Sector 5 Beach and Dune Restoration Project — Erosion Control Line <br />Survey <br />DATE: April 16, 2018 <br />DESCRIPTION AND CONDITIONS <br />On October 4, 2016, the Board approved a contract with Morgan and Eklund, Inc. (M&E) for <br />Professional Land Surveying and Mapping Services for a two-year term. The Board amended the <br />Contract on October 18, 2016. M&E is the selected County Consultant for professional <br />onshore/offshore hydrographic surveying services. <br />The Sector 5 project area is a 3 mile section of shoreline that extends just north of Tracking <br />Station Beach Park south to the Gables Oceanfront Condominiums. The majority of the project <br />area is located within the City of Vero Beach's jurisdiction with the exception of Tracking Station <br />Park and the Florida Tech Marine Lab residing in unincorporated Indian River County. <br />As a part of the permitting process for the Sector 5 Beach and Dune Restoration Project, the State <br />requires that an Erosion Control Line (ECL) be established over the entire project area. The ECL <br />identifies the location of Mean High Water (MHW) level within the project area, the traditional <br />dividing line between private property to landward and public property to seaward. Once an ECL <br />is established, it becomes the new dividing line between public and private property, ensuring <br />that new beach land created seaward of the previous MHW line is public property in perpetuity. <br />The proposed Work Order No. 6 is for a lump sum amount of $20,000 and provides professional <br />surveying services necessary to establish an ECL for the Sector 5 Beach and Dune Restoration <br />Project. <br />FUNDING <br />Local funding of Beach Restoration includes a portion of Local Option Tourist Tax Revenue as well <br />as allocation of the One Cent Sales Tax.
