Commissioner Bird expressed his concerns that in order for the <br />"stop sticks" to work effectively, someone has to be ahead of the <br />car and the car has to stay in that lane. He wondered how we can <br />be sure other people will not get there first. He understood the -= <br />theory but wondered if all circumstances must be present in order <br />for this to work. Sheriff Wheeler responded that, in most cases, <br />they have plenty of preparation time. <br />Sheriff Wheeler reported that he had looked at other equipment <br />which was not as well designed. This design is very light and easy <br />to handle. You can throw it in front of the car or- you can hook <br />them together and pull a line of them across the road in front of <br />the vehicle. When the car hits it, the tire goes flat in 3 or 4 <br />blocks. Sebastian, Indian River Shores, Brevard, St. Lucie, and <br />Martin Counties, as well as the state of Arizona, are already using <br />them and he believes that in 5 years every police car in the <br />country will be equipped with them. He emphasized the safety in <br />that the tire is punctured but control is not lost, the car is <br />simply slowed down. He attended a demonstration at the Sebastian <br />Airport and they always got at least one tire on a car. This is a <br />new program and the company will replace for free any "stop sticks" <br />used in the first 5 years.
