(MM) has researched both County and St. Johns River Water Management <br />District (SJRWMD) files in an attempt to locate past designs and/or as-builts that might reveal the <br />location of existing underground utilities within the Victor Hart Sr. Park site. Finding no reliable <br />information, it is our recommendation that a ground penetrating radar firm be retained to assist to <br />locate existing underground utilities in the area of the site where excavation is planned. This service <br />will assist in design and will substantially reduce the potential for discovery of surprise conflicts <br />during construction of the project improvements. <br />MM has also determined the proposed addition of coquina and/or millings parking is considered by <br />the SJRWMD to be impervious surfaces requiring stormwater treatment with supporting <br />computations. We propose to provide the additional treatment for this project through expansion <br />of the existing wet detention system at the north end of the site. <br />Scope of Work: <br />Task A — Ground Penetrating Radar (GPR) Services & Coordination: Masteller & Moler, Inc. will <br />subcontract with Bloodhound to perform a ground penetrating radar (GPR) study of the Victor Hart <br />Sr. Park site as described in their Proposal attached hereto as Exhibit B for the area depicted on <br />Exhibit C. <br />Following completion of the GPR field work we will notify the County Surveyor's office so the <br />markings in, the field .may be located and added to the site's topographic survey. (The survey work <br />is not included in our fee.) <br />Task B — Stormwater Treatment System Plans / Report: We shall perform stormwater treatment <br />computations to confirm the proposed expansion of the site's existing wet detention system that <br />will support the additional impervious surfaces planned for this project. The computations shall be <br />presented in a written format. <br />The computations will also provide justification for adding a control elevation orifice in the existing <br />outfall structure to allow for recovery of treatment volume. The treatment volume shall be defined <br />as the originally required treatment volume required by SJRWMD ERP # 42-061-114983-1 plus the <br />amount needed for compensating storage for the planned impervious surfaces for this project. <br />Our services shall also include completing the design of the wet detention lake expansion <br />construction plans to be integrated into the overall plans for this project. <br />Following completion of the Plans & Computations, we shall prepare the appropriate application <br />form for submittal to the St. Johns River Water Management District to allow for modification of the <br />site's existing ERP. We shall address reasonable comments relative to our designs to allow the ERP <br />to be issued. <br />Page 1 of 2 <br />
