7. The owners of the Subject Property, Dallas Yates and Jane, Yates, are both deceased <br />and neither estate has been probated in Indian River County. Please see "exhibit') A" and "exhibit <br />3B.- <br />8, The deed for the Subject Property list both Dallas Yates and Jane Yates without any <br />reference to survivorship. Please see "exhibit I." <br />9. The owners, collectively, had four children: Phyllis Rose Bryant Gilley, Raymond <br />Lawrence Bryant, Sr., Dallasteen Joy Yates, and Jeffrey Arles Yates. Please see Exhibit 3a and 3b. <br />10. The Subject Property is currently being used as a rental property and is allegedly <br />managed by The Yates Group, LLC. Please see "exhibit 8" and "exhibit 9." <br />11. Dallesteen Yates is the registered agent for The Yates Group, LLC. Please see <br />"exhibit 4." Dallesteen Yates is also the daughter Dallas Yates and Jane Yates. Please see "exhibit <br />3A" and "exhibit 3B." <br />1?. On February 7, 2018, the Florida Health Department of Indian River County ("DOH") <br />inspected the Subject Property after it received a complaint about a sanitary nuisance. During this <br />inspection, DOH confirmed there are at least five altered and failing septic tank systems servicing <br />four structures on the Subject Property. DOI-I also noticed several pipes discharging untreated human <br />sewage directly onto the open ground and into a ditch in the rear of the Subject Property. <br />Specifically: <br />e Structure A: This structure's septic tank has been severely damaged beyond <br />repair, and does not have a lid. A tree is growing through the septic tank and there <br />is an opening that constitutes a safety hazard. Please see "exhibit 2, photo .1." This <br />structure has several discharge pipes that are not connected to any sewage <br />144 <br />
