Brown, County Administrator <br />From: Vincent Burke, PE, Director of Utility Services <br />Prepared By: Terry Southard, Operations Manager <br />Jennifer Hyde, Purchasing Manager <br />Subject: Request for Purchase Order Increase for Pete's Concrete for Sidewalk and Driveways <br />Repairs <br />BACKGROUND/ANALYSIS: <br />In the process of daily operations, the Indian River County Department of Utilities Services (IRCDUS) makes <br />repairs to water and sewer lines. Sometimes, these lines are located under sidewalks and driveways. Thus, <br />to repair these lines, we must cut into the concrete in these areas, which are generally small and require just <br />one to three yards of concrete patchwork. Due to the small size of the jobs and the fact that they are located <br />throughout the entire service area within the county, it has been difficult to obtain three quotes for this <br />contracted work. Staff reached out to three companies for some pending repairs. One was non-responsive. <br />The second was priced high to account for "short loads" and extensive mobilization. The third response was <br />from Pete's Concrete, a local vendor who has worked for IRCDUS for several years doing this type of repair. <br />The three-year expense history with Pete's is: <br />FY 15/16 $52,935.00 <br />FY 16/17 $44,310.00 <br />FY 17/18 $49,200.00 year to date <br />IRCDUS currently has a blanket Purchase Order (PO) with Pete's Concrete, set to the County Administrator's <br />$50,000 limit, but only $800 remains unliquidated. An invitation to bid for concrete work is being prepared, <br />and staff anticipates bringing an award of bid agenda item to the Board of County Commissioners (BCC) in <br />July 2018. However, to keep restoration work running smoothly, we are requesting BCC approval to increase <br />Blanket PO 79682 to Pete's Concrete in the amount of $27,000.00, to a total amount of $77,000.00. <br />FUNDING: <br />Funds for this project are derived from the renewal and replacement budget in the operating fund. <br />Operating funds are generated from water and sewer revenues. <br />Description Account Number Amount <br />Paving Material 47126936-035310 $24,000.00 <br />Paving Material 47126836-035310 $ 3,000.00 <br />38 <br />
