INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />TO: Jason E. Brown, County Administrator <br />THROUGH: Richard B. Szpyrka, P.E., Public Works Director <br />FROM: James W. Ennis, P.E., County Engineer <br />SUBJECT: Award of Bid No. 2018043 <br />43 d Avenue Bridge over IRFWCD South Relief Canal Railing Repair, IRC -1523 <br />DATE: April 24, 2018 <br />DESCRIPTION AND CONDITIONS <br />On October 30, 2014, a County vehicle accidentally struck and damaged the railing ofthe 43 d Avenue Bridge <br />over the IRFWCD South Relief Canal. Due to the damages to the existing railing and the age of the bridge it is <br />necessary to replace the obsolete concrete traffic railing with a barrier system that meets current traffic <br />crash safety ratings. <br />Additionally, due to the advanced age of the structure the fact that it does not provide for either shoulders, <br />pedestrian crossings, or bike lanes, a separate projectto replacethe43`dAvenue Bridge over the South Relief <br />Canal has been applied for with the Florida Department of Transportation which is anticipated to commence <br />within the next 5-7 years. <br />As such, the project will consist of the complete removal of the existing concrete railing in both <br />directions of the 43rd Avenue Bridge over South Relief Canal and installing Thrie Beam Guardrail, in its <br />place, including on the bridge approaches. This option is substantially less expensive than replacing the <br />cap & post style concrete bridge railing with an impact rated 32 -inch concrete barrier system with <br />guardrail approaches. <br />The project was advertised on March 4, 2018. A pre-bid meeting was held on March 12, 2018 and <br />bid opening for the project was held on March 27, 2018. One (1) qualified bid was received and opened. <br />A detailed bid tabulation is on file and available for viewing in the County Engineering Division. <br />Timothy Rose Contracting, Inc. of Vero Beach was the only bidder with a bid totaling $143,431.00. <br />Timothy Rose Contracting, Inc. is considered to be the lowest, responsive, responsible bidder for the <br />project and has completed numerous construction projects for the County and has consistently <br />performed work in a satisfactory manner. Timothy Rose Contracting, Inc. bid was above the original <br />Engineer's estimate, performed by the Consultant Designer, of $78,650; however, this repair only <br />accounted for the quantities necessary to replace one bridge railing. The current plans require the <br />replacement of both railings. As such, the Contractor's cost proposal is within a reasonable range forthe <br />proposed work. <br />40 <br />
