Brown, County Administrator <br />From: <br />Vincent Burke, PE, Director of Utility Services <br />Prepared By: <br />Arjuna Weragoda, PE, Capital Projects Manager <br />Subject: <br />Work Order No. 1 with Schulke, Bittle & Stoddard, LLC, for Design, Procurement <br />and Construction Administration to Rehabilitate/Re-construct the Blower Building <br />at the West Regional Wastewater Treatment Plant <br />DESCRIPTIONS AND CONDITIONS: <br />Indian River County Department of Utility Services (IRCDUS) operates the West Regional Wastewater <br />Treatment Plant (WRWWTP) located at 8405 8th Street. During the expansion to the WRWWTP in 1986, <br />the existing blower building was completed. <br />The blowers are 32 years old, inefficient and significantly oversized for current and future needs, and the <br />metal building containing the blowers has deteriorated. Furthermore, the roof has failed allowing water <br />intrusion into the building affecting the mechanical and electrical equipment. Therefore, the subject work <br />order will be the initial step to evaluate a solution to the problem. <br />ANALYSIS: <br />In January 2018, staff requested Schulke, Bittle & Stoddard, LLC, (SBS) to submit a proposal to remedy the <br />failing building at the WRWWTP. SBS, as part of their evaluation in preparing the proposal, performed a <br />site visit. During that visit, SBS and IRC staff noticed the extensive damage to the existing building and the <br />necessity for full restoration. <br />As required by the Competitive Consultant Negotiations Act (CCNA) procurement guidelines, SBS <br />submitted a proposal for design, bidding assistance and construction management services under the <br />Continuing Consulting Engineering Services Agreement for Professional Services dated April 17, 2018. <br />Schulke, Bittle & Stoddard, L.L.C., has submitted Work Order No. 1, which includes providing professional <br />services for design, specifications/bid documents, and construction observation to rehabilitate the blower <br />building at WRWWTP. Exhibit A further details the scope of work to be performed by SBS. The total <br />negotiated cost for the professional services is a sum amount of $ 29,000.00. <br />52 <br />
