Commissioner Tim Zorc <br />14.E.1. 18-1760 Tourist Development Council Ordinance <br />Recommended Action: Discussion <br />Attachments: Commissioner's Memo <br />1987 Florida Statute 125.0104 <br />IRC Ordinance 2000-029 <br />2018 Florida Statute 125.0104 <br />Commissioner Zorc used a PowerPoint Presentation and reviewed the <br />information contained in his memorandum of May 2, 2018. to provide <br />background and analysis on Tourist Development Tax revenues and uses. He <br />requested that the Board decide whether or not to expand the County's uses of <br />Tourist Tax revenues consistent with the updated Florida Statute 125.0104; <br />allocate a percentage of unencumbered Tourist Tax revenues for a reserve fund; <br />and distribute a percentage of unencumbered funds for a Passenger Aviation <br />Marketing fund to promote and advertise tourism to the area. <br />A lengthy discussion followed by individual Board Members, which included <br />commentary on Tourist Tax revenues, marketing strategies, and the proposed <br />.Aviation Marketing Fund. The Board consensus was to have the Tourist <br />Development Council explore expanded uses of Tourist Development Tax <br />revenues at its August 2018 meeting. <br />Keith Kite, Tourist Development Council, Hotel Developer, 1045 Winding <br />River Road, gave his perspective on the reserve fund, tourism funds, and the <br />current successful promotion of the County. <br />Eric Menger, Vero Beach Airport Director, spoke on the challenges of <br />competing with larger airports, and relayed that the Airport is seeking a Small <br />Community Air Service Development Grant. <br />Penny Chandler, Indian River County Chamber of Commerce, spoke on the <br />efforts of the Chamber to market the Vero Beach Regional Airport, and <br />discussed the possibility of the facility receiving an Aviation Grant from Visit <br />Florida. <br />Indian River County Florida Page 11 <br />
