to human scale, and can be divided by use of. proportional <br />expression of structure, openings, arcades, canopies, <br />fenestration, changes in materials, cornice details, molding <br />details, changes in the heights of different sections of the <br />building, and the like (stepping or sloping of a parapet wall in <br />conjunction with a low sloped roof is prohibited). Flat, blank, <br />unarticulated, or massive facades will be permitted on the <br />sides and rear of a building where "blank facade foundation <br />plantings" are provided for such building facade faces (see <br />foundation plantings section for requirements). <br />ii. The following materials or systems are prohibited as a finish <br />and/or exposed product: corrugated or ribbed metal panels, <br />smooth finish concrete block (standard concrete masonry <br />units), precast concrete tee systems, plywood or textured <br />plywood. Plywood shall be allowed for soffit material. <br />iii. Plastic or metal is prohibited as a finish material for walls or <br />trim. Plastic is prohibited as a finish material for sloped roofs, <br />visible roof structures, and facias. Although prohibited in <br />general, certain metal and plastic construction products may <br />be approved by the planning and zoning commission, upon a <br />written request and product sample submitted by the <br />applicant. The planning and zoning commission may approve <br />use of the material if the following criteria are satisfied: <br />• The product shall appear authentic from the closest <br />distance that it will be viewed by the general public. <br />• The product shall be substantial. Thin and flimsy <br />imitations are unacceptable. <br />• The product shall hold up as well as the product it is <br />imitating. That is, it must be fabricated in such a way <br />that it will retain its original shape, appearance, and <br />color, as well as the product it is imitating. <br />• The product's color shall resemble the color of the <br />product it is imitating. <br />iv. Any exposed masonry in a stack bond is prohibited. <br />15 <br />
