ON MOTION BY Mr. Brog nano,--SECONDED BY Dr. <br /> Day, the members vote ;unanimously (5-0) to <br /> recommend thata Board of County <br /> Commissioners nt ,ogcial exception use and <br /> conceptual PD plan approval, for the Reserve at <br /> Grand Harb , subject to the outlined conditions; <br /> and gran reliminary PD plan/plat approval. <br /> Chairman Zimmerman read the following into the record: <br /> B. Grand Harbor North and Others' Request to Rezone ±439.01 acres <br /> from PD to RS-3, RM-3, CG, and CON-2; and Request for a Small <br /> Scale Land from Use Map Amendment to Redesignate ±1.79 acres <br /> from L-1 to C/I ; and simultaneously Redesignate ±1.79 acres from <br /> C/I to L-1 (2004040046/71171 & 71173) [Quasi-Judicial and <br /> Legislative] <br /> Chairman Zimmerman asked the Commissioners to reveal any ex-parte <br /> communication with the applicant or any contact that would not allow them to <br /> make an unbiased decision. He stated he had spoken to Mr. Boling and <br /> representatives of the Indian River Land Trust regarding this issue; however said <br /> communication did not affect his ability to look at this matter with an open mind. <br /> Mr. Sasan Rohani, IRC Chief of Long-Range Planning, reviewed the <br /> information contained in his memorandum dated October 2, 2013, and gave a <br /> PowerPoint presentation, a copy of which is on file in the Commission Office. He <br /> concluded with staffs recommendation that the PZC recommend that the BCC <br /> approve the small scale land use amendment and rezoning of the subject <br /> properties as requested. <br /> Chairman Zimmerman estimated if this was approved 800 homes could be <br /> built on the subject site, and asked how many there were under the current PD. <br /> Mr. Boling responded the current PD was approved for 650 units. <br /> Mr. Bob Keating, IRC Community Development Director, advised the only <br /> zoning districts that could apply to the subject property were CON-2 or PD. <br /> Chairman Zimmerman opened the public hearing at 7:40 p.m. <br /> Mr. Dan Richey, 2625 63rd Street, Vero Beach, gave a brief history of the <br /> subject property.
