Public Hearings <br /> Chairman Zimmerman read the following into the record: <br /> A. The Reserve at Grand Harbor: GH Vero Beach Development <br /> LLC's request for planned development (PD) special exception use and <br /> preliminary PD plan/plat approval for a project to be known as The <br /> Reserve at Grand Harbor. Located immediately north of the <br /> intersection of Indian River Boulevard and 53rd Street, just west of the <br /> River Club Golf Course. GH Vero Beach Development, LLC, Owner. <br /> Carter Associates, Inc., Agent. Zoning: RM-6, Residential Multi-Family <br /> (up to 6 units/acre). Land Use Designation: M-1 , Medium Density 1 <br /> (up to 8 units/acre). Proposed Density: 1 .27 units/acre. (PD-13-10-03 / <br /> 2001020101-71163) [Quasi-Judicial] <br /> Chairman Zimmerman asked the Commissioners to reveal any ex-parte <br /> communication with the applicant or any contact that would not allow them to <br /> make an unbiased decision. All Commissioners replied they had not had any <br /> ex-parte communication regarding this matter. <br /> Mr. McCoy reviewed the information contained in his memorandum dated <br /> September 30, 2013 and gave a PowerPoint presentation, copies of which are on <br /> file in the Commission Office. He concluded with staff's recommendation that the <br /> PZC recommend that the Board of County Commissioners (BCC) approve the <br /> special exception use and grant preliminary PD approval, subject to the noted <br /> conditions. <br /> Chairman Zimmerman opened the public hearing at 7:20 p.m. and since <br /> no one wished to speak, the public hearing was closed. <br /> Mr. Brognano noted this would draw future communities through Grand <br /> Harbor and he thought interconnectivity was something the PZC had been <br /> opposed to in the past. <br /> Mr. Stan Boling, IRC Planning Director, stated the subject parcel was part <br /> of Grand Harbor and the design lent itself to this type of connection because it <br /> would be a private road that did not directly access any individual lots. <br /> Mr. Chris Cleary, 3124 Ashford Square, representing the applicant, <br /> explained the connecting road was contemplated only if it went across the North <br /> `tow <br /> PZC/Unapproved 3 October 10, 2013 <br /> F:\BCC\AII Committees\P&Z\2013—AGENDAS& MINUTES\P&Z-10-10-13.doc <br /> ATTACHMENT 4 203 <br />
