Attorney Collins didn't disagree -with Attorney Wilson on this <br />point, but pointed out that Lynn Williams, superintendent of <br />Buildings and Grounds, has the responsibility to comply with Risk <br />Management's safety policies. <br />Commissioner Bird felt that perhaps Risk Management over <br />reacted since this one isolated situation does not show habitual. <br />behavior. <br />Lengthy discussion ensued regarding other employees who were <br />arrested on DUI charges and felony charges and were not demoted or <br />disciplined at work in any way. <br />Attorney Collins cautioned Attorney Wilson about using names <br />without giving evidence to the fact. <br />Continuing, Attorney Wilson commented from the following <br />letter dated September 28, 1994: <br />JAMES P.
