Szpyrka P.E., Public Works Director <br />FROM: Keith McCully, P.E., Stormwater Engineer AW <br />SUBJECT: Recommendation of Award of Contract for Replacement of Conveyor Systems <br />at the PC Main Screening System (Bid No. 2018055) <br />DATE: May 15, 2018 <br />DESCRIPTION AND CONDITIONS <br />PC Main Screening System has two conveyor systems that transport debris collected by self-cleaning <br />trash rakes to a collection pad. The conveyors are approximately ten years old and have begun to fail <br />with increasing frequency. If a catastrophic failure occurs with Conveyor System No. 1, the facility will <br />be rendered useless. Complete failure of Conveyor System No. 2 is less critical, but would produce <br />significant operational difficulties. Therefore, bids to replace both conveyor systems were advertised on <br />April 1, 2018 and bids were received on May 3, 2018. Two potential bidders visited the site and only a <br />single bid (from Costello Brothers Marine Construction, Inc.) was received. <br />The Costello Brothers Marine Construction, Inc. (Costello) bid amount was $671,186.60. The bid <br />contained what staff believed to be unusually high removal and disposal costs for the two existing <br />conveyor systems. Purchasing Division contacted Costello to request clarification on the two line items <br />for removal and disposal. Costello noted it made a mistake in the bid, wherein the amount to remove <br />and dispose both existing conveyor systems was inserted in the bid line item for each system, rather than <br />one-half the amount in each line item. On May 14, 2018, Costello submitted a corrected bid form, an <br />explanation of the error, and a summary of the removal/disposal breakdown. The new bid amount is <br />$586,236.60 which staff believes is reasonable. <br />FUNDING <br />Funding is budgeted and available from Account No. 31524338-066510-16001 (Optional Sales Tax <br />Funds/Public Works/PC Main Relief Canal Upgrade). <br />RECOMMENDATION <br />Staff recommends the Board accept Costello's modification to its bid and award to the lowest <br />responsive and responsible bidder, Costello Brothers Marine Construction, Inc., for $586,236.60.
