Brown, County Administrator <br />THROUGH: Tad Stone, Director <br />Department of Emergency Services <br />FROM: Etta LoPresti, Emergency Management Coordinator <br />Emergency Management Division <br />DATE: April 25, 2018 <br />SUBJECT: Approval of Updated Statewide Mutual Aid Agreement between <br />Indian River County and the Florida Division of Emergency Management <br />On April 24, 2001, the Board of County Commissioners approved Indian River County's participation in the <br />Statewide Mutual Aid Agreement (SMAA). The Florida Division of Emergency Management is requesting <br />that all counties update their agreements to the 2018 version. <br />To summarize the agreement, Florida is vulnerable to a wide range of disasters that are likely to cause a <br />disruption of essential services and the destruction of the infrastructure needed to deliver those services. Such <br />disasters may exceed the capability of any one county to respond but other local governments may be able to <br />provide assistance. This Statewide Mutual Aid Agreement provides the assistance for reciprocal emergency aid <br />and assistance in case the disaster exceeds our ability to respond. <br />The 2018 Update to the agreement includes the following provisions: <br />1. Allowing the SMAA to be used for smaller events; no declaration of a state of emergency is needed <br />for the agreement to be activated. This allows for a formal mutual aid process for the entities within <br />Florida to use. <br />2. The requesting entity agrees to reimburse the assisting party per the terms of reimbursement in the <br />SMAA. <br />3. The SMAA automatically renews each year; only the contact information needs to be updated. <br />FUNDING: <br />There is no funding related to this agreement. <br />RECOMMENDATION: <br />Staff recommends approval of the attached Resolution and updated 2018 Statewide Mutual Aid Agreement <br />between Indian River County and the Florida Division of Emergency Management. <br />ATTACHMENTS: <br />1. Three (3) originals of the Statewide Mutual Aid Agreement. <br />2. Resolution approving the updated 2018 Statewide Mutual Aid Agreement. <br />29 <br />
