Applicant Priority <br />There are times when priority must be given to certain underserved groups or to <br />meet funding agency requirements. <br />These other Applicant priority consideration factors will take effect in the event <br />that Applicants simultaneously submit an Application and it is not discernible by <br />the individual(s) receiving the Application which Applicant entered the facility to <br />submit the Application first, or in the event that the Applicants enter the facility to <br />submit the Application at the same time and there is only one individual to <br />receive the Applications causing one person to have a later date and time stamp <br />on their Application. <br />In addition, if the HRS, in consultation with the PA and other applicable local <br />government departments (Housing, Building, Fire, Health Department or Code, <br />etc.) determines that one Applicant's housing unit poses a greater hazard to <br />health and safety than another's, the Applicant at greater risk of physical harm <br />may be given priority (i.e. roof replacement would take precedence over a <br />window repair). <br />H. Applicant Intake <br />As required by specific program rules, the County will solicit and advertise the <br />appropriate public notification and public hearing(s) notices. A notice of funding <br />availability shall be placed in the appropriate media outlets to provide information <br />and discuss specific program housing activities to be undertaken with the <br />available program funding. Subsequent to the public hearing and advertising <br />periods a minimum of: <br />1. One (1) Applicant workshop should be advertised and held in a public setting <br />to address additional questions or concerns from the participating public. <br />2. All public hearings, advertisements, and workshops shall be advertised in <br />accordance with the appropriate funding agency (HUD, and FDEO) <br />requirements. <br />An informed Applicant will help minimize future misunderstandings. To this end, <br />Applicants should be informed early in the process of the program's income <br />limits, benefits, stipulations for assistance; repayment terms (if applicable) and <br />anticipated timeline from application to assistance. This information can be <br />effectively conveyed via a program and/or goal specific fact sheet or program <br />brochure and should be discussed during the initial Applicant workshop and as <br />required during any follow up contact. <br />The HRS shall review and Program Administrator shall review and rank the <br />applications based on a first come, first qualified, and first serve process. The <br />DRI category will be based on the same criteria. <br />23 <br />
