HUD - U.S. Department of Housing and Urban Development - The department within <br />the federal government that is mandated by Congress to create conditions for every <br />family to have decent and affordable housing, to ensure equal housing opportunities for <br />all, and to strengthen and enrich the nation's communities. A lien is an encumbrance against the property. <br />Low -Income Person or Household - A person or household whose annual (gross) <br />income does not exceed eighty percent (80%) of the Area Median Income, as <br />determined by HUD, with adjustments for smaller and larger families. <br />Median Income - A determination made through statistical methods establishing a <br />middle point for determining income limits. Median is the amount that divides the <br />distribution into two equal groups: one group having income above the median and the <br />other group having income below the median. <br />Mortgage - A temporary and conditional pledge of property to a creditor as security for <br />the repayment of a debt. The borrower (mortgagor) retains possession and use of the <br />property. <br />Reconstruction - Rebuilding of a structure, usually on the same foundation as the <br />existing housing which will be demolished. <br />Rehabilitation - The alteration, improvement or modification of an existing structure. <br />Section 504 - Section of the Handicapped Accessibility/Architectural Barriers Act that <br />Requires all public buildings to be designed, constructed, or renovated to provide <br />access for physically handicapped persons. <br />Very Low -Low -Income Person or Household - A person or household whose annual <br />(gross) income does not exceed fifty percent (50%) of the area median income, as <br />determined by HUD, with adjustments for smaller and larger families. <br />59 <br />
