Board of County Commissioners Meeting Minutes - Final September 19, 2017 <br />P.J. Pastor, Construction Management of Florida, Inc., explained that his firm did <br />not bid because the scope of the project was unclear. <br />The Chairman CALLED THE QUESTION,.and the motion failed by the following vote: <br />Aye: 2 - Commissioner Adams, Commissioner Solari <br />Nay: 2, -Chairman Flescher, Vice Chairman O'Bryan <br />Absent: 1 -Commissioner Zorc <br />A motion was made by Vice Chairman O'Bryan, seconded by Chairman Flescher, to: (1). <br />reject the bid as presented; and (2) direct staff to break the job into smaller parts, such <br />as bidding the removal of the deteriorated pilings/dock separately, and then proceed <br />with other parts of the project at a time when the County may receive more favorable <br />bid results. <br />Commissioner Adams communicated that there have been a lot of queries from <br />the Sebastian Chamber of Commerce and citizens as to when the property would <br />be refurbished, and wanted to know what the timeframe would be before the Fish <br />House project could proceed. <br />Discussion ensued between the. Board and staff about rebidding the project and <br />whether firms could bid. on separate components of the job. <br />Chief DeBlois reminded the Commissioners that the FIND grant will expire in <br />approximately one year. <br />Community Development Director Stan Boling spoke in opposition to making <br />multiple projects out of the Fish House Restoration, but suggested that some <br />clarity be added to the bid specifications. <br />An AMENDED motion was made by Vice Chairman O'Bryan, seconded by Chairman <br />Flescher, to: (1) reject the bid as presented; and (2) direct staff to redesign the bid with <br />more clarity, and rebid the project in six months in an attempt to get a better bid price. <br />Purchasing Agent Hyde mentioned that with respect to preserving the FIND <br />Grant, she would recommend that the Fish House Project be rebid as soon as <br />possible, with the projected commencement date of January 2018. <br />An additional amendment to the motion was made by Vice Chairman <br />O'Bryan, seconded by Chairman Flescher, to reject the bid as currently <br />presented, and direct staff to rebid the Archie Smith Fish House Dock <br />Restoration Project, with a projected commencement date of January 2018. <br />The motion carried by the following vote: <br />Aye: 3 - Chairman Flescher, Vice Chairman O'Bryan, and Commissioner Solari <br />Nay: 1 - Commissioner Adams <br />Absent: 1 - Commissioner Zorc <br />Indian River County F,orida ATTACHMENT 1 80 27 <br />
