Entitlement Communities: <br />The CDBG,entitlement program °allocates annual grants to larger cities and <br />urbacounties (200,000-or_g`ate.;\population) to develop viable <br />communities Wprov ing-decent`using, a suitable living environment, and <br />opportunities'to expand economic opportunities, primarily for low- and <br />moderate -income persons. <br />2. State Administer-ed,CDBG:\ <br />Also known as the,S`mall Cities CDBG program, the State award grants to <br />smaller units of general local government (less than 200,000 population) that <br />carry out,commun'ity development activities. Annually, each State develops <br />funding priorities and criteria for selecting projects. <br />3. Disaster Recovery Assistance: <br />HUD provides flexible grants to help cities, counties, and States recover from <br />federally declared disasters, especially in low-income areas, subject to <br />availability of supplemental appropriations. <br />D.
