a. Community Development Block Grant (CDBG): <br />b. Community Development Block Grant Disaster Recovery Initiative (CDBG <br />DRI): <br />c. Matched or leveraged State Housing Initiative Partnership (SHIP) funds <br />The above funding sources may be used to supplement all approved activities <br />associated with the CDBG DRI Program. The specific rules and regulation <br />requirements approved for each program shall govern the specific use of the <br />associated funds. <br />G. Priority of Assistance: <br />Priority of assistance is determined based on,local need and specific program <br />requirements. When awarding funds for assistance'\to Applicants of housing - <br />related services, it is important for the County'to establish a fair and equitable <br />underwriting process for selection. For awards to individual Applicants, criteria <br />are established by the program requirements, the current established HUD Area <br />Median Income (AMI) limits, those affected by documented federal disasters, and <br />other non -demographic preferences, such as targeting tospeci\,needs <br />populations, elderly and disabled. Eligibility forlindividuals is base,''upon annual <br />household income and on a first�come, first\qualified, and. first serve system. <br />Applicants must complete and submit all required information on all household <br />members for a determination of income eligibility and must be willing to execute <br />all necessary documents on a timely basis. <br />Applicant Qualification Criteria and Requirements <br />Applicants will not be served until they have submitted a complete Application <br />with all documentation required and have been found by the HRS to be income - <br />eligible and can document clear and/or unencumbered title. <br />Income -eligible Applicants are those Applicants with household incomes that fall <br />between Very Low Income (VLI or 30% AMI) to Low -to -Moderate (LMI or 80% <br />AMI). Income eligibility is determined by using the total household gross income <br />and shall be determined upon completion of the application process. <br />Applicant Selection Criteria and Requirements <br />Applicants will be selected on a first-come, first -qualified, first-served basis using <br />the ranking system found in Appendix B and will be documented by the <br />individual(s) receiving the Applications by date and time stamp. Program rules <br />require that a minimum number of VLI and LI Applicants be served. Therefore, <br />priority will be given to VLI Applicants (minimum of two {2}) and LI Applicants <br />(minimum of five {5}) until the required number of VLI and LI units has been <br />satisfactorily addressed in accordance with and as outlined in the Agency Award <br />Agreement with (HUD, FDEO). Assistance is <br />subject to funding availability. No other ranking or scoring process will be used. <br />VP <br />
