boor W fAu 640 <br />Board should reconsider either the hours or days of operation of <br />the transfer stations. She realized that there is a tremendous <br />stress on Solid Waste Disposal District Manager Ron Brooks. <br />Commissioner Eggert reported she also received many telephone <br />calls, and she noted that the callers requested the transfer <br />stations remain open until at least 6:00 p.m. They were not so - <br />much bothered with the recyclables as the garbage, and they <br />suggested that if the transfer station is closed, we have a drive- <br />through garbage dumpster, and the recyclables could be handled at <br />another time. She thought those two points were important to <br />consider. Commissioner Eggert pointed out that she has received a <br />lot of calls about a lot of things but this subject caused the most <br />"hot" calls. People are really upset and frustrated, and <br />justifiably so. <br />Chairman Tippin stated he also received a phenomenal number of <br />calls on this subject and agreed it should be revisited. <br />Commissioner Macht felt that Mr. Hutton's question about•why <br />the fee went up and hours of service went down should be answered. <br />Administrator Chandler offered to meet with Mr. Hutton and go <br />through the details. He recounted many hours at the budget <br />workshops discussing the solid Waste Disposal District budget. <br />Over the last three years a number of mandated programs were <br />implemented with no change in the fee. One program was the single - <br />and multi -family recycling program which was in excess of a million <br />dollars. Another mandate required seven new positions. Those were <br />implemented without a change in the rate, but we can no longer <br />absorb that kind of recurring cost without a rate adjustment. <br />Reith Miller, 961 Riviera Avenue, Sebastian, agreed with all <br />Mr. Hutton's comments. He stressed that he was more upset by the <br />increase in the Solid Waste Disposal District assessment than <br />closing and/or limiting the time at the transfer stations. He drew <br />the Board's attention to the transfer station near Roseland Road, <br />which is in close proximity to Riverwalk Shopping Center. He <br />reported that the dumpsters at the shopping center are being used <br />by people who cannot leave their garbage at the transfer station, <br />to the point where the dumpsters must be locked. Mr. Miller stated <br />that he is acquainted with the person who handles those dumpsters <br />and it is.a real problem. He also noted that when the solid waste <br />is. transferred to the Landfill, the trucks are •fully loaded and <br />some of the solid waste, especially plastic bottles, flies off the <br />trucks onto Roseland Road. He urged the Board to address this <br />problem because we have a beautiful community and he would like to <br />see it stay that way. <br />74 <br />October 25, 1994 <br />
