Johns River Water Management District, <br />Relating to Cost -Share Acquisition of Indian River <br />Lagoon -front LAAC Sites <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of October 25, 1994. <br />DESCRIPTION -AND CONDITIONS <br />For the past few years, `environmentally significant coastal <br />hammocks and estuarine wetlands along the Indian River Lagoon, <br />south of Vero Beach to the county line, have been targeted for <br />cost -share acquisition by Indian River County and the St. Johns <br />River Water Management District. Consequently, these properties <br />have been included on the Land Acquisition Advisory Committee's <br />(LAAC's) priority site list, and in the Five -Year Acquisition Plan <br />of the St. Johns River Water Management District ('SJRWMD). <br />A "core" project in this area, the +300 acre Oslo Riverfront <br />property, was jointly acquired for conservation by the SJRWMD and <br />the County in 1991. Since that time, both the District and the <br />County have agreed to proceed with steps (surveys, appraisals) <br />leading toward acquisition of the."Lowenstein/Salama" property, <br />approximately.+127. acres of lagoon -front property south of Oslo <br />Road (see attached County Resolution 93-110 relating to the <br />project). <br />Appraisals of the Lowenstein/Salama property have recently been <br />accepted by the SJRWMD. District staff, in coordination with County <br />staff, are now ready to proceed with landowner negotiations. <br />The County and the District have agreed to a 50/50 cost -share <br />acquisition of the Lowenstein/Salama Project, subject to final <br />approval. However, no written agreement has-been jointly executed <br />by the County and the District relating to technical aspects of the <br />acquisition negotiation process. A joint acquisition agreement to <br />address these matters and expanded to include other County LAAC <br />sites in the District's Five -Year Acquisition Plan would facilitate <br />cost -share acquisition of these environmentally significant <br />properties. <br />For Board approval, attached is a proposed Joint Acquisition <br />Agreement with the SJRWMD, relating to cost -share acquisition of <br />lagoon -front LAAC sites in southern Indian River County. <br />79 sooK 9 3 PALE <br />October 25, 1994 <br />
