PUBLIC DISCUSSION ITEMS <br /> 10.6.1. 18-1848 Request to Speak from Herb Whittall Regarding Spoonbill Marsh and Lagoon <br /> Recommended Action: No Action Required <br /> Attachments: Request to Speak Form <br /> Herb Whittall, 19 Park Avenue,requested to speak to the Board regarding <br /> Spoonbill Marsh and the Lagoon. He remarked upon the vitality of Spoonbill <br /> Marsh, and suggested more resources should be devoted for cleaner canal <br /> runoff. Chairman O'Bryan highlighted the sales tax funds that are earmarked <br /> for Lagoon improvements. <br /> A discussion with the Board ensued covering topics such as a proposed Bethel <br /> Creek project,water hyacinths in the canals, and the County's maintenance of <br /> vegetation in the drainage ditches. A suggestion was made to raise public <br /> awareness of the County's Lagoon Rehabilitation Projects and their success. <br /> No Action Taken or Required <br /> C. PUBLIC NOTICE ITEMS <br /> 10.C.1. 18-1837 Notice of Scheduled Public Hearing for June 5,2018: County Initiated Request <br /> to: Amend the text of the Sanitary Sewer Sub-Element for septic to sewer <br /> conversion and the associated text of the Future Land Use Element <br /> (Legislative); and Amend the text of the Coastal Management Element for sea <br /> level rise and associated text of the Future Land Use Element of the County's <br /> Comprehensive Plan. (Legislative) <br /> Recommended Action: The referenced notice of public hearing items are provided for the Board's <br /> information. No action is needed at this time. <br /> County Attorney Dylan Reingold announced the upcoming Public Hearing <br /> which will be held on June 5,2018. <br /> No Action Taken or Required <br /> 11. COUNTY ADMINISTRATOR MATTERS <br /> 11.A. 18-1849 Mainland Boat Launch Joint Venture <br /> Recommended Action: Staff is reluctant to proceed further in pursuing a joint venture with the City of Vero <br /> Beach at this location based upon the findings indicated. Therefore, staff recommends <br /> against moving forward with a boat launch facility at the City Power Plant/Wastewater <br /> Indian River County Florida Page 7 <br />
