positions and requests the reclassification of one position as follows: one Systems Architecture <br />Analyst (existing). one Senior Network Support Analyst (existing — seeking reclassification to <br />infon-nation Systems Application Manager), two Desktop Support Technician (existing), and two <br />System Support Analyst (existing). In addition, this request includes: hardware, software, network <br />maintenance and repair necessary to maintain operations of the court. The statutory two dollar <br />surcharge paid to the clerk of the circuit courts pursuant to 528.24(12)(e)l ., Florida Statutes to fund <br />court related technology should fiord the majority of this budget item. <br />It is important to note that the Judicial Branch in it Legislative Budget Request (LBP), did ask for <br />approximately 25 million to support, refresh and expand technology. That portion of the Branch's <br />request was not approved. <br />E. Separate County Expenses: Pursuant to Article V of the State Constitution and section 29.008. <br />Florida Statutes. These items are county specific. This budget request includes $75;000.00 for <br />wiring for technology improvements in .Indian River. Martin and Okeechobee Counties. and <br />$40,000.00 for wiring in St. Lucie County. <br />F. Local Options: Article V of the State Constitution and sections 29.008, 938.19, and 939.185, <br />Florida Statutes allows for the courts to request local options for funding that are necessary for the <br />courts to operate effectively and efficiently. Funding for these local options is not requested from <br />general revenue. <br />Teen Court/Juvenile Diversion: The 19`x' Judicial Circuit is sun setting its operation of <br />Teen Court/Juvenile Diversion in the four counties. There are entities in each county that <br />have already taking over service delivery on new cases, or have expressed interest in taking <br />over the services. Accordingly, there is no budget request for this category. <br />Mediation: This budget requests the continuation of funds to support mediation and <br />compensate mediators for small claims mediations. This request asks for funds from the <br />mediation trust firnd established prior to Article V, revision 7, and for those funds to apply <br />to the 18/19 budget according to the detail attached. <br />3. Drug Court and Mental Health Court: This budget submission includes a request to <br />continue use of Court Innovations and/or other finds collected pursuant to section 939.185, <br />Florida Statutes, or other fines and fees to continue funding two case manager positions to <br />support problem solving court functions throughout the circuit. Funds collected pursuant to <br />§939.185(l)(a)1., "shall be allocated to fund innovations to supplement state finding for <br />the elements of the state courts system identified in s. 29.004 and county funding for local <br />requirements under s. 29.008(2)(a)2." In addition, we are .requesting an additional case <br />manager position pursuant to s. 29.008(2)(a)2., Florida Statutes to assist our judges in <br />managing our Specialty Courts (Drug Court, Juvenile Drug Court, Dependency Drug <br />Court, Mental Health Court, and Veterans' Court) throughout the circuit. During this past <br />year, along with Okeechobee County and our court partners we initiated a Mental <br />Health/Veterans Court in Okeechobee County. This year the Judicial Branch's LBR <br />requested additional case management positions and resources. This state budget item was <br />not approved. <br />4.
