BOOK W PAGE 6Mi'l <br />ANALYSIS: <br />The required improvements necessary to serve the buildings proposed <br />within the project are controlled via the PD plan development <br />process and will be provided 'by the developer on a building -by - <br />building basis. Prior to obtaining a Certificate of Occupancy <br />(C.O.) for any building, the required improvements necessary to <br />serve the building muBt be constructed by -the developer. All of <br />the required improvements. in the development will be private, <br />except utilities, which will be dedicated and warranted separately, <br />prior to the issuance of a C.O. for any building. Since the <br />provision of required internal improvements will be controlled <br />through the PD site plan process, the developer has complied with <br />the appropriate requirements to obtain final plat approval for the <br />boundary plat. <br />Staff recommends that the Board of County Commissioners grant final <br />plat approval for Florida Beach Resort. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously granted <br />final plat approval for Florida Beach Resort, as <br />recommended by staff. <br />I. Resolution Authorizing Animal Control Officer Carl Wolfe to Issue <br />Violation Citations <br />The Board reviewed memo from Emergency Services Director Doug <br />Wright dated October 25, 1994: <br />TO:_ Honorable Board of County Commissioners <br />THROUGH:_ James Chandler <br />County Adminis rator <br />FROM: Doug Wright Director <br />Department of Emergency Services <br />DATE: October 25, 1994 <br />SUBJECT: Authorization for Animal Control -'Officer Carl Wolfe to <br />Issue Violation -Citations and Approval of Resolution <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />On October 21, 1994, Animal Control Officer Carl Wolfe successfully <br />completed the Florida Animal= Control Officer Training Program <br />approved --by the Florida Animal -Control Association (FACA). <br />Pursuant to Chapter 302 -of -the Indian River County Code entitled <br />Animal Control and Kennel Regulations, specifically Section 302.06, <br />and Chapter 828.27, Florida Statutes, the above referenced employee <br />is hereby recommended for appointment and approval to issue <br />citations for animal control violations. <br />8 <br />November 1, 1994 <br />r <br />
