State law requires that every general-purpose <br />government publish a complete set of audited financial statements within nine months of the close of <br />each fiscal year. This report was prepared by the Comptroller Division under the supervision of the <br />Clerk of the Circuit Court and Comptroller. Responsibility for both the accuracy of the presented data <br />and the completeness and fairness of the presentation, including all disclosures, rests with the <br />Comptroller Division and is contingent upon the internal control established for this purpose. <br />The County has established a comprehensive internal control framework designed to ensure that the <br />assets of the County are protected from loss, theft or misuse and to certify that the financial records and <br />data used for preparing the financial statements are in conformity with generally accepted accounting <br />principles (GAAP) as applicable to governmental entities. The internal control system is designed to <br />provide reasonable, rather than absolute, assurance that these objectives are met. The idea of reasonable <br />assurance recognizes two aspects: 1) the cost of internal control should not exceed the anticipated <br />benefits; and 2) the valuation of the costs and benefits require estimates and judgment by management. <br />All internal control evaluations take place within this framework. We believe the County's internal <br />controls adequately safeguard its assets and provide reasonable assurance of properly recorded financial <br />transactions. <br />Section 218.39, Florida Statutes, requires an annual audit of local governments. The unmodified <br />opinion of the auditors (Rebmann Robson LLC) on the County's financial statements for the year ended <br />September 30, 2017 has been included in this report. The independent auditors' report is located at the <br />front of the financial section of this report. The audit was also designed to meet the requirements of <br />Government Auditing Standards, the Florida Single Audit Act, the Federal Single Audit Act of 1984, the <br />Federal Single Audit Act Amendments of 1996 and Title 2 U.S. Code of Federal Regulations (CFR) Part <br />200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal <br />Awards (Uniform Guidance). <br />Readers of this report are encouraged to read Management's Discussion and Analysis (MD&A), which <br />provides basic financial information about the County and an overview of the County's activities. The <br />MD&A immediately follows the independent auditors' report. <br />1 <br />
