DeBraal, Deputy County attorney <br />Kate Pingolt Cotner, assistant County attorney <br />Li6101FArd-M <br />Consent Agenda -B.C.C. 9.18.18 <br />Ofce of <br />INDIAN RIVER COUNTY <br />MEMORANDUM. <br />TO: Board of County Commissioners <br />FROM: Dylan Reingold, County Attorney <br />DATE: September 11, 2018 <br />SUBJECT: Second Amended and Restated Interlocal Agreement <br />BACKGROUND. <br />ATTORNEY <br />In 1988, Indian River County, St. Lucie County, Martin County, Okeechobee County, the District Board <br />of Trustees of Indian River Community College (now Indian River State College) and the Medical <br />Examiner for District 19, Florida entered into an interlocal agreement for the purpose of providing <br />medical examiner services in District 19, which consists of Indian River County, St. Lucie County, Martin <br />County and Okeechobee County. The agreement was amended in 1990. In 2004, the parties entered into <br />an Amended and Restated Interlocal Agreement which expires on September 30, 2018. The parties now <br />desire to enter into the Second Amended and Restated Interlocal Agreement which will extend the lease <br />term until September 30, 2028. <br />Under the Second Amended and Restated, Interlocal Agreement, Indian River State College will continue <br />to rent to the counties space for the Medical Examiner at the Indian River State College location at 3209 <br />Virginia Avenue in Ft. Pierce. Under the Second Amended and Restated Interlocal Agreement, the four <br />counties agree to pay for the expenses for operating the .Medical Examiner's Office using a formula for <br />the split in the costs for the four counties that is based upon the number of autopsies and deaths in each of <br />the counties. <br />FUNDING. <br />For Fiscal Year 2018/19 $454,367 has been budgeted as Indian River County's portion of the Medical <br />Examiner's Budget. The funds will be expensed through General Fund/Medical Examiner- Acct# <br />00190727-033120. There will be a $156.50 recording cost for recordation of the Second Amended and <br />Restated Interlocal Agreement in the Public Records of Indian River County.
